If the site has accumulated years of broken customisations nobody documented, if the hosting is so old it can't run current PHP versions safely, or if the business itself has changed enough that the old structure doesn't fit anymore, a full rebuild on fresh foundations is often faster and cheaper than untangling years of patched-over decisions. There's no shame in that call, sometimes preserving old technical debt costs more than starting clean.
