CFUG Fund Accounts and Cash Book: How to Keep Them Clean

Updated 14 Oct 2026 ยท 8 min read ยท WebsNP team

A clean cash book is the foundation of trust in a community forest user group. Members want to know where money from timber and firewood sales went, the committee wants to know what is left in each fund and the auditor wants every entry backed by a voucher. This guide shows how a treasurer can keep the books simple and consistent. It explains record keeping in general terms. The way your fund must be divided and spent is set by the Forest Act and regulations, your constitution and your operational plan, so confirm those with your forest office or federation.

Start with the fund heads

Most groups divide income into purposes decided by their rules, for example forest development, community development, pro-poor support, administration and others. Do not rely on memory for the names and shares. Write the heads down in a single table taken from your constitution and operational plan, and give each a short code. Every income and expense entry then carries a head, and the balance of each head is always known.

ItemWhat to record

Opening balanceFrom the previous year-end statement
Income entriesDate, source, amount, receipt number, head
Expense entriesDate, payee, purpose, amount, voucher number, head
Closing balanceOpening plus income minus expense

Record income at the moment it arrives

Typical income sources include sale of forest products, membership or renewal fees, fines, interest on bank deposits, grants from the local level or partners and recovery of loans. For each, issue a numbered receipt. Never record money from a rough note in the evening. The simplest habit is to write the receipt and the cash book entry at the same time, in the same sitting.

When product sales are made to members, the receipt should show the product, quantity, rate and total. This lets anyone compare the income entry with the distribution record and confirm they match.

Spend only with approval and a voucher

Every expense needs three things: a decision, a bill or voucher and a payee signature. The decision may be a meeting minute for larger amounts or a standing approval for routine costs such as small repairs. Keep a voucher file in date order, numbered, and write the voucher number in the cash book. Common expenses include forest guard payment, plantation and nursery costs, fire line maintenance, office costs, meeting costs, training and support to needy households.

  • Pay larger amounts by bank cheque or transfer so there is an independent record.
  • Do not mix personal and group money, even briefly.
  • Write the purpose in plain words, not just "miscellaneous".
  • Keep small cash expenses within a limit the committee has approved.

Use the bank properly

Deposit cash received into the group's bank account regularly, and withdraw only against a written decision. Reconcile the cash book with the bank statement at least every month. Differences usually come from cheques not yet cleared, bank charges or interest not yet recorded. Write down each difference and clear it in the next period. An unexplained difference that remains for months is the kind of thing an auditor will question.

Loans and advances to members

If your group lends from its fund, treat the loan as a separate register. For each loan record the borrower, purpose, amount, date, the interest rule the committee has set, the repayment schedule and every payment received. The principal outstanding is an asset of the group and should appear in the year-end statement. Staff advances for field work should be settled with a bill within a stated time.

Year-end statements

At the end of the fiscal year, which starts in Shrawan, the treasurer should be able to produce:

  1. Receipts and payments account for the year.
  2. Income and expense statement by fund head.
  3. Bank reconciliation for each account.
  4. List of loans outstanding and dues from members.
  5. List of fixed assets such as equipment, buildings and nursery items.
  6. Explanation notes for large or unusual entries.

The statements are then reviewed by the committee, shared with members at the assembly and handed to the auditor. Ask your forest office, local level or federation for the format they currently expect.

Where software helps

A paper cash book can do all of the above, but every total has to be added by hand and each head is a separate page. Software such as the Community Forest User Group Software keeps entries tagged by head, calculates balances as you type and creates statements for any date range. It also records who made each entry and when, which adds confidence. For groups that handle a large number of small transactions or which work like a savings and credit group, cooperative hisab kitab software shows how loan and savings registers are managed.

A weekly routine that keeps the books honest

Pick one fixed hour each week, for example Friday evening at the group office. In that hour the treasurer enters all receipts and vouchers from the week, checks that every receipt number follows the last, counts the cash in hand against the cash book and notes any bank deposit or withdrawal. The secretary signs the page. Ten honest minutes a week prevent the three-day panic before an audit, and they make the record believable because it was written close to the event.

Common treasurer mistakes

  • Mixing heads in a single column and losing track of each fund.
  • Missing receipt numbers or unnumbered receipts.
  • Paying without a decision in the minutes.
  • Delaying entries until the audit approaches.
  • Keeping all records on one phone or computer with no backup.

Next step

Take your last cash book and add up each fund head by hand. If it takes more than an evening or the totals do not agree, send the opening balances and head list to WebsNP on WhatsApp at +977 9846280400 and ask for a demo with your own heads.
