Community, government and NGO
Community Forest User Group (CFUG) software for members, fund and distribution
Keep the household register, forest product distribution, fund accounts and meeting records of your user group in one clear, audit-ready system.
A community forest user group handles three things at once: a list of households that share a forest, a fund that grows from the sale of forest products and a set of rules about who may take what. Most groups keep these in different notebooks. When the committee changes, or the forest office, a donor or the assembly asks a question, the answer takes days to find. Community Forest User Group Software from WebsNP brings the members, the fund and the distribution records into one place.
The system keeps a household register with the details your group uses, records applications and distribution of timber, firewood, fodder and other products, tracks income and expense by head, and prepares the reports your committee presents at the general assembly and shares with the forest office or auditor. Rules about prices, quotas and fund use come from your own constitution and operational plan, and we configure the software to follow them.
WebsNP builds web software for Nepali organisations, so the screens support Bikram Sambat dates, Nepali names, simple mobile use and the reality that the secretary and treasurer are often volunteers. See how the idea fits with other user committees or message us on WhatsApp for a demo built around your group.
Who Community Forest User Group Software is for
Community forest user groups
Groups of any size that keep member lists, meeting minutes and funds on paper or in scattered Excel files and want one organised record.
Treasurers and secretaries
Office bearers who prepare the cash book, income and expense statements and have to explain each head of the fund to the assembly and the auditor.
Chairpersons and executive committees
Leaders who approve distribution of forest products and need to be sure each member household gets its fair share under the rules.
Federations and support organisations
Networks of user groups and NGOs that support many groups and want a consistent record format across them.
Related forest-based groups
Collaborative, leasehold and buffer-zone style groups that follow their own rules but need a similar member and fund register.
Problems it solves
| The problem today | How the software fixes it |
|---|---|
| The member register is a thick notebook and nobody is sure which households have moved, split or been added. | A digital household register records members, changes, renewals and history, searchable by name, ward, tole or group category. |
| Timber and firewood requests are discussed in meetings and written loosely, so it is unclear who received what last year. | Each request, approval and distribution is logged with date, product, quantity, rate and receipt, so quota and fairness can be checked at any time. |
| The fund is divided into several heads but the cash book mixes them together. | Income and expense are entered under heads you define, and the system shows the balance of each fund separately. |
| Preparing the annual report takes the treasurer many evenings. | Year-wise income, expense, product sales and distribution summaries are produced from the data already entered. |
| Loans or support from the group fund to members are remembered, not recorded. | A simple loan and repayment register shows the principal, interest if any and balance for each borrower. |
| Records disappear when the committee changes. | All data stays in the group's own hosted system with user logins and backups, so the next committee starts with the full history. |

Built for how Nepal works
Follows your constitution and operational plan
Each group has its own bidhan and operational plan. Rates, quotas and fund use are configured from those documents, and you remain responsible for following the Forest Act, regulations and local-level or forest office directions.
Bikram Sambat records
Meetings, receipts and the fiscal year (starting Shrawan) all use Nepali dates, with Nepali labels where you want them.
Group categories for reporting
Fields for household categories used in your reports can be added, so the data is ready when the forest office or a partner requests a breakdown.
Built for volunteers
Plain screens, minimal training and a handover process that suits office bearers who change every few years.

Does the software decide timber prices or quotas?
No. Your user group decides rates and quotas through its constitution, operational plan and assembly decisions. The software records them and applies them consistently. If the rule changes, we update the configuration from the date you give.
Can we keep separate funds such as the forest development fund?
Yes. You define the fund heads your group uses, and every income and expense entry is tagged to one. The system then shows the balance of each head separately, which helps when explaining use of funds to members and the auditor.
Can we record loans to members from the group fund?
Yes. A loan register records borrower, purpose, amount, date, interest rule if your group applies one and every repayment. You can see outstanding loans at any time and a summary at year-end.
Is it suitable for a small group with a hundred households?
Yes. A small group needs fewer screens, and the same structure still gives you a clean register, a cash book and an annual report. We scale the modules to the size and budget of the group.
Can it produce reports for the forest office or an auditor?
The system prepares income and expense, fund-wise balance, member and distribution reports in Excel or PDF. Formats vary between offices and projects, so we ask for a sample and adjust. Always confirm current requirements with the relevant office.
What if our office has no stable internet?
Data entry is done at the office or by a member who travels to a place with connection. For remote groups, we can plan paper forms during the month and a weekly entry session. We discuss the workable option at the demo.
Who owns the data?
The user group owns its data. You can export members, funds and distribution records to Excel, and the committee can nominate who holds administrator access.
How is the price decided?
By the number of households, the modules you need and the amount of data entry and training. We provide a quote after the demo instead of a fixed public price.
