Hostel Rules, Visitor Register and Resident Records in Nepal

Most hostel disputes are not about money; they are about who was where, who said what and what the rules were. A hostel that keeps simple, honest records of residents, guardians, visitors and complaints can settle these questions calmly. This article explains the records worth keeping in a Nepali hostel and how to treat them responsibly.

Resident and guardian records

For each resident, keep their name, phone number, permanent address, institution or workplace, the date they joined and the bed they occupy. Add at least one guardian with a name, relation and phone number. Many hostels also keep a copy of an identity document and a photograph. Decide your policy, tell residents why you collect these details and keep them secure. Collect only what you need.

Hostel rules in writing

Write the rules in simple Nepali and English and hand each resident a copy at admission. Typical topics include rent due date, notice period, visiting hours, quiet hours, gate closing time, guests staying overnight, use of electrical appliances, cleanliness and damage charges. Ask the resident to sign that they have read them. Rules that are written and signed are far easier to apply fairly than rules explained verbally.

Visitor register

A visitor log protects residents and the hostel. For each visitor, record the name, phone number, resident visited, purpose, time in and time out. Staff at the gate should complete it before the visitor goes upstairs. For hostels for women or for younger students, many owners apply stricter visiting rules and ask for guardian confirmation. Whatever you choose, apply it equally to everyone and make sure residents and guardians know the rule.

Overnight guests and late entry

Decide whether guests may stay overnight and, if so, under what conditions. Decide what happens when a resident returns after the gate closing time: is there a late register, and who is informed? Record each exception with a date and reason. Over time these records show patterns, and they protect you if a guardian later asks why a resident was out late.

Complaints and maintenance

Water supply, electricity, internet, cleanliness, noise and food quality are the usual topics. Keep a complaint list with the date, resident, issue, person assigned and date resolved. Residents are far more patient when they see that complaints are recorded and followed up. Staff, too, benefit from a clear list rather than half-remembered verbal requests.

Meals and mess records

If you run a mess, record the meal plan chosen by each resident, any extra items and any days they are away. Publish the weekly menu and note changes. When a resident disputes the mess bill, a daily meal count gives a clear answer. Record the quantity of rice, oil, vegetables and gas used so you can compare cost with income and adjust the mess charge sensibly.

Privacy and who sees what

Resident data should not circulate in open group chats. Give the warden the access they need, the cook only what concerns meals and the owner full access. Use separate logins in software, and lock paper registers. When a resident leaves, decide how long you keep their records and how you dispose of them. Tell residents about this policy in the rules.

Tax, registration and local rules

Whether your hostel needs to register a business, charge VAT or declare rental income depends on how it is structured and on current law. Local governments may also have their own requirements for accommodation providers. We cannot give you tax or legal advice. Ask your accountant, the Inland Revenue Department and your ward or municipal office for the current position, and keep their guidance with your records. The software is there to give you clean figures when you need them.

Safety and emergency contacts

Keep a list of emergency contacts for every resident and make sure the warden can reach it quickly, including at night. Add the numbers of the nearest clinic, ward office and police post to a notice board and to the hostel profile. This is simple preparation, not a replacement for proper safety measures, and it gives staff something concrete to act on when a resident is unwell or a guardian needs to be reached urgently.

Respect and fairness in enforcement

Rules work when residents see them applied evenly. Avoid exceptions for friends of the owner or for long-staying residents unless the rule allows them. When you do make an exception, record the reason. Fair enforcement reduces gossip, keeps good residents and gives the warden a standard to point to when a difficult conversation arises.
