User Committee Treasurer Checklist: 12 Mistakes to Avoid

Updated 14 Oct 2026 ยท 6 min read ยท WebsNP team

Most treasurers are honest and most disputes in user committees come from the same dozen mistakes, not from fraud. This checklist names them, explains why they hurt and suggests a habit or software setting that prevents each. Read it with your register or system open and tick what you already do.

Mistakes with receipts and cash

1. Taking money without a receipt

Even a small payment should be receipted at once. A promise to write it later is how disputes start. Use a numbered receipt book or a system that issues numbers itself, and make it a rule that no receipt means no payment recorded.

2. Gaps in receipt numbers

A missing number invites suspicion. Keep spoiled and cancelled receipts, mark them cancelled and record the reason. A system should not let a number be deleted at all.

3. Holding cash for weeks

Money kept at home is at risk of loss and of questions. Deposit it in the committee bank account on a fixed schedule, such as weekly, and record the deposit slip number.

4. Mixing personal and committee money

Never pay committee bills from a personal pocket and settle later without a record. If it happens in an emergency, write a voucher and a note at once.

Mistakes with billing and balances

5. Changing the rate without recording the decision

A fee rise needs a meeting decision, recorded with its date. Otherwise members will ask who allowed it. Store the rate history so old bills stay explainable.

6. Out-of-date member list

Households split, move away or sell land. Update the register each season and confirm it with ward representatives. Billing a household that has left, or missing one that has joined, is a source of ill feeling.

7. Not recording part payments

If a household pays half, record half and carry the balance. Treating it as fully paid, or as unpaid, confuses everyone later.

Mistakes with funds and grants

8. Mixing grant money with member funds

Grant money comes with conditions. Keep a separate fund, record every payment from it and keep the bills. If you must move money between funds, record why and who agreed.

9. Spending without a decision

For any spending above the limit your committee sets, there should be a minute. Link the voucher to the meeting date so an auditor can find the decision.

10. Ignoring labour and materials given by the community

If households gave days of work or materials, record them. If you do not, the community's contribution disappears from your reports and from the memory of the next committee.

Mistakes with records and handover

11. One person holds all the records

If the only copy is in one person's home or phone, a flood, illness or quarrel can erase your history. Keep a second copy with another officer and a digital backup.

12. No yearly statement for members

Members pay more willingly when they see how the money was used. Present a short statement at the annual meeting in plain Nepali: money in, money out, fund balances, major works and outstanding dues.

How to fix mistakes already made

If you find some of these mistakes in your books, do not hide them. Write a short note listing what is wrong, what you found and how you will correct it, and present it to the committee. Fix balances with proper correcting entries, never by overwriting. Where a receipt is missing, record what evidence exists, such as the household's statement and the bank deposit, and ask the committee to approve the correction in a minute. An honest correction takes one meeting. A concealed error that is found later can take the committee's reputation with it.

After the correction, set one new rule from the checklist each month. Small steady changes survive better than a sudden reform that volunteers drop after a few weeks.

Quick self-audit table

CheckYesNo
Every payment has a numbered receipt
Cash is banked on a fixed schedule
Rates and decisions are minuted
Grants have their own fund
Member list was verified this year
Two people can access the records
A yearly statement is shared with members

Each blank in the "Yes" column shows a risk you can reduce this month.

How software prevents most of these

Numbered receipts, stored rates, separate funds, user roles and change history address many of the points above by design. They do not replace honesty or good meetings, but they make the right way the easy way. Our user committee software is configured around these habits. If your committee also runs a member savings pool, our savings group software keeps those balances separate.

A note on your rules

Your bylaws and the local level decide what you may charge, how penalties work and which reports you owe. Nothing here replaces those documents. When in doubt, ask the ward or municipality office and record their answer in the minutes.

Next step

Hold a thirty-minute meeting with the chair, secretary and treasurer, go through the twelve points and agree on the three you will fix first. If you would like a system that makes those habits automatic, message WebsNP on WhatsApp at +977 9846280400.
