Billing and fund software for user committees in Nepal
Collect user fees, track member funds and show every household where its money went, from one simple record the whole committee can inspect.
A user committee exists because a group of households share something: a canal, a micro-hydro plant, a rural road, a market shed, a community building. The shared thing needs money to run and repair, and the money needs a clear record. WebsNP builds user committee software that handles member lists, monthly or seasonal fees, receipts, expenses and reports, so the committee is not at the mercy of one notebook.
Most committees struggle with the same items: who has paid, how much is in the fund, what was spent on the last repair and what grant came from the ward or municipality. A household that cannot see answers loses trust, and trust is what keeps people paying. Our system prints clear receipts, shows arrears by household and produces a statement that can be read aloud at the general meeting.
If you run a drinking water scheme, see our drinking water user committee software. For irrigation, micro-hydro, roads and other schemes, this product is configured around your own bylaws, fee method and funds. Message WebsNP on WhatsApp at +977 9846280400 for a demo.
Who User Committee Software is for
Irrigation user committees
Canal and pond committees that collect fees by area, season or crop and spend on repairs and cleaning.
Micro-hydro and solar committees
Community power schemes billing households by connection, load or meter reading and paying operators and maintenance.
Road, bridge and trail committees
Groups that raise labour and money from members and match it with grants for construction and upkeep.
Market, hall and building committees
Committees that let out stalls or halls and need rent and booking records.
Treasurers and chairpersons
Volunteers who answer to hundreds of households and want a statement that ends arguments.
Problems it solves
| The problem today | How the software fixes it |
|---|---|
| Nobody can say quickly which households have paid this season | Every member has a ledger with dues, payments and balance, and a list of unpaid households can be printed in seconds. |
| Fees are calculated by hand and households dispute the amount | Fee rules such as flat rate, area-based or unit-based are stored once, applied the same way to everyone and shown on the bill. |
| Grants from the ward or municipality mix with member contributions | Each source of money has its own fund and report, so what came from members and what came from outside stay separate. |
| The treasurer leaves and the books go with them | All entries stay in a shared system with the user and date, ready for the next treasurer to log in and continue. |
| Members doubt that repair money was spent properly | Expenses carry a voucher, a description and a scanned bill, and a plain income and spending statement can be shared at the assembly. |
| Reports for the local level take days to compile | Standard statements for any period are produced from the entries without retyping. |

Built for how Nepal works
Bylaws and local-level rules decide the method
Your committee follows its own constitution and the guidance of the ward or municipality where it is registered. We configure fees, funds and reports to match them and you confirm the rules with the local office.
Nepali dates and seasons
Billing months, crop seasons and the fiscal year starting in Shrawan are handled in Bikram Sambat, which is how committees and local governments plan.
Labour and in-kind contributions
Rural schemes depend on shramdan. The system can record labour days and goods next to cash so the true community contribution is visible.
Built for patchy connectivity
Bills and receipts can be issued from a phone with mobile data, and reports are exported and printed for the meeting when the village office has no stable line.

Can it handle different fee methods in one committee?
Yes. Flat fees, area-based fees, metered consumption and seasonal charges can be set up as separate rules, and members can be placed under different rules where your bylaws allow. The bill shows how the amount was reached.
We have no regular office or computer. Can we still use it?
The system runs in a browser on a phone, tablet or computer with a connection. Many committees use one shared laptop or the treasurer's phone, and print bills and statements at a nearby shop when needed.
Can we send bills and reminders by SMS?
It can be configured to send messages through an SMS or WhatsApp service you choose. The message cost is charged by that service. You decide which members receive messages and when.
Can we keep grant money separate from member fees?
Yes. Every source of money can have its own fund with a separate balance and report. This helps when the ward, municipality or a donor asks how their money was used.
Can members see their own balance?
A printed or messaged statement can be given to any household on request. A member login can be set up if your committee wants one, though many committees prefer to start with printed statements.
Does it replace our auditor?
No. It keeps the records in order and produces standard statements, but audit and registration requirements are decided by your bylaws and the local office. Your auditor can be given read-only access to the records.
Can it also track a savings or loan fund among members?
Yes, if your committee runs one. Contributions, loans and repayments are recorded in a separate fund. For larger groups, see our savings group software, which goes deeper into that area.
How is the price decided?
By the modules you need, the number of members and the amount of old data to enter. We give a written quote after the demo, so you know exactly what is included before agreeing.
