Billing Software Cost vs Penalty Risk: How to Decide
Owners often ask whether billing software is worth paying for if their current handwritten or basic system "works". The right way to decide is to compare three costs: what your present method consumes every month, what a compliance problem could cost you, and what proper software costs to buy and run. This article gives you a method to estimate each, using your own numbers. We do not quote prices here because the price depends on your set-up and is given after a demo.
Cost 1: the running cost of the current method
Handwritten or Excel billing consumes time. Count it for one month:
- Hours spent writing, typing and checking invoices.
- Hours spent preparing sales and purchase summaries.
- Hours spent finding and correcting errors.
- Time the owner spends reviewing and questioning figures.
Multiply by the cost of that time. If you have several counters, multiply again. This is the baseline you want software to reduce.
Cost 2: risk exposure
Risk is harder to count, but you can still reason about it. Ask yourself:
- If the tax office asked for all invoices of last year, could I produce them in order, complete and unaltered?
- If an invoice were questioned, could I show who issued it and when?
- Do I have bills or records that I could not defend?
- If rules required electronic billing for my category, how quickly could I switch?
The penalties and procedures are defined by the Inland Revenue Department, so confirm them at ird.gov.np rather than relying on rumour. If your answer to the first two questions is "with difficulty", the exposure is real even if you have never been questioned.
Cost 3: the software
Software pricing in Nepal depends on a limited set of drivers:
| Driver | Effect |
|---|---|
| Counters and users | More stations mean more licences and set-up |
| Branches | Separate series, user control and consolidated reports |
| Data-sharing configuration | Extra work where electronic sharing is needed |
| Hardware | Printers, barcode scanners, a backup device, UPS |
| Data migration | Items, customers, opening balances |
| Training | Remote or on-site |
| Support | Response times and ongoing updates |
Ask for a quote that separates one-time costs from recurring ones. A low headline price that excludes training, updates and support can end up costing more.
Do not forget hardware and backup
A billing system depends on the computer and printer under it. Budget for a reliable power backup so a cut does not corrupt a half-finished invoice, a printer that suits your volume, and a backup drive or cloud storage. These are modest compared with the risk they remove, but they are often forgotten in the first quote.
What a bad outcome looks like
It helps to be concrete about what you are trying to avoid. A bad outcome is usually not dramatic. It is a long review in which you cannot produce invoices in order, cannot explain missing numbers, and spend days of staff time and consultant fees reconstructing records. Even if the final result is acceptable, the disruption is costly. Another bad outcome is a sudden requirement that forces a rushed switch to software in a busy season. Planning ahead lets you choose the timing and the vendor instead of having them chosen for you. Penalty amounts and procedures are defined by IRD, so we do not quote them here. Look them up or ask your consultant, and use the real figures in your own estimate.
Benefits you can measure
- Fewer hours on summaries and corrections.
- Faster month-end because sales and purchase books come from the entries.
- Lower leakage because invoices cannot be quietly deleted.
- Better collection because dues are visible per customer.
- Faster answers to customers and to your consultant.
Pick two or three of these, measure them before and after, and you will know within a quarter whether the switch paid off.
Questions to put in your quote request
To compare vendors fairly, send each the same short brief: number of counters, number of branches, invoices per day, whether you need stock and accounts, the printers you already own, and your internet and power situation. Ask them to list what is included for training, data migration, backups and updates, and what the support channel and hours are. When quotes come back in the same structure, differences become visible, and you can ask pointed questions about any line that one vendor includes and another leaves out.
A simple decision rule
If your answers show high monthly hours, weak ability to produce unaltered records and more than one person issuing invoices, software is likely to pay for itself in time saved and risk reduced. If you issue very few invoices and your consultant confirms nothing further is required, a simple approach may still be adequate. Re-check when your volume or category changes.
Timing the switch
The best time to move is at the start of a fiscal year in Shrawan, because the invoice series, opening balances and registers begin cleanly. If you must move mid-year, start from a month boundary and carry over only open balances. Avoid the weeks around month-end filing and the Dashain and Tihar rush, when staff attention is scarce.
