CBMS and E-billing in Nepal: A Plain Explanation
CBMS and e-billing are terms that owners hear from consultants and vendors, usually with some urgency and little explanation. In plain words, they are about the tax authority being able to see invoice information more directly, rather than only through monthly returns. This article describes the idea, what it means for billing software, and what you must confirm with the Inland Revenue Department, because details and eligibility are theirs to define.
The basic idea
CBMS is commonly understood as a central billing monitoring system. Instead of a business only reporting totals once a month, invoice data from approved sources can be sent to a central system as invoices are issued, or at defined intervals. E-billing is a related approach in which invoices are created and stored electronically in a structured form. Both aim at making invoices traceable and reducing the chance of unrecorded sales.
We describe this in general terms on purpose. Which businesses must participate, which data fields are sent, how the connection works and what the penalties are can all change. Check ird.gov.np or ask your consultant for the current position before making decisions.
What this means for a business owner
- Your invoices must be created in a system, not only on paper.
- Invoice numbers, dates, PAN, amounts and VAT must be consistent and complete.
- Once an invoice is issued it must not be silently changed.
- You may need an internet connection, or a plan for when there is none.
- Your staff will need simple training on cancellations and credit notes.
What billing software should be able to do
Whether or not CBMS or e-billing applies to you today, software built with them in mind has certain features:
- Structured invoice data. Every invoice stored as clean fields, not as a free-text document.
- Immutable issued invoices. Corrections via cancellation or credit note only.
- Sequential numbering managed by the system.
- Unique identifiers for each document, so it can be matched at the other end.
- Configurable data sharing so that, where required, invoice data can be sent in the format and manner specified.
- Retry and log behaviour for when a connection fails, so no invoice is lost.
- Audit log of what was sent and when.
WebsNP designs billing software with these features and discusses the data-sharing options relevant to your case at the demo. We do not claim an official integration unless and until it is confirmed for your set-up, and we tell you plainly what is and is not possible.
Questions to put to your consultant
Before you speak to any vendor, collect answers to a few questions from someone who knows your file. Does my category currently have to bill through software? Is there a turnover level at which the rules change for me? Are there any notices addressed to my sector, for example hotels, restaurants or wholesalers? Are there particular fields or wording the tax office expects on my invoice? Having these in writing turns the demo from a sales presentation into a checklist exercise, and protects you if the vendor's memory of the rules differs from reality.
Connectivity and load-shedding
Nepali businesses cannot assume constant power or internet. Ask these questions of any system:
| Scenario | What should happen |
|---|---|
| Internet down at the counter | Billing continues, data is queued, and sent when the connection returns |
| Power cut | Power backup keeps the PC and printer running or the system recovers without lost invoices |
| Computer failure | Backups allow restoration with all invoice numbers intact |
| Multiple counters | Each counter has its own series and no number collisions |
Whether queued sending is acceptable under current rules is, again, for IRD to define, so confirm it before relying on any offline behaviour.
Preparing your business
You can prepare now, regardless of the exact timetable. Clean your item list so names, units and VAT treatment are consistent. Collect customer PAN numbers for business buyers. Decide who can cancel invoices and require a reason. Set up daily backups. Train counter staff to issue a credit note instead of altering a bill. All of these are good practice and make any future requirement easier to meet.
Common misunderstandings
- "Software will make me compliant by itself." It helps, but you remain responsible for correct information and for following IRD procedures.
- "Any billing app will do." A simple app that allows deleting invoices defeats the purpose.
- "This only affects big companies." Applicability can depend on category and turnover. Check.
- "A certificate image proves it." Ask where the claim can be verified.
Next step
Ask your consultant two questions: does CBMS or e-billing apply to my business now, and if not, is it likely to? Then ask for a demo that shows how invoice data is structured and logged. Read about our approach on the IRD billing software page, and if you run a retail counter see POS billing software. Message +977 9846280400 on WhatsApp to arrange it.
