Ward office and local level software for letters, registers and fees
Issue recommendation letters from templates, keep darta chalani and registers searchable and record every service fee with a numbered receipt.
A ward office is where citizens meet the state most often. They arrive for a recommendation letter, a birth or marriage registration, a relationship certificate or a tax-related paper, and they expect it quickly and correctly. Behind the counter, staff retype similar letters, search heavy registers and write receipts by hand. Ward Office and Local Level Software from WebsNP organises these daily tasks into one searchable system with Nepali dates and printable letters.
The software covers service requests, letter templates for common recommendations, darta and chalani numbers, registers of vital events, fee collection with receipts, a record of who handled which file and reports for the ward chair, the palika and your audit. Letter wording, fees and registers follow what your local level has authorised, and we configure the templates to match your office, not the other way round.
WebsNP is a Nepal web software company. We build for Bikram Sambat dates, Nepali typing, shared office computers and staff who change on transfer. Before choosing anything, check what your palika or federal ministry directs on official systems. This page describes a tool designed to support a ward or palika office, and you can compare it with our darta chalani software or message us on WhatsApp for a demo.
Who Ward Office and Local Level Software is for
Ward offices
Ward chairs, secretaries and office assistants who issue many recommendations each week and want a faster, cleaner way to prepare, number and file them.
Gaunpalika and nagarpalika offices
Local-level branches and administration sections that handle registrations, licences and records across several wards.
Information and records officers
Staff responsible for registers, archives and responding to information requests from citizens and higher offices.
Revenue and accounts staff
People who receive service fees and need receipts, daily collection totals and monthly summaries ready for the accounts section.
Consultants supporting local levels
Organisations that help local governments with digital records and want a configurable base to build on.
Problems it solves
| The problem today | How the software fixes it |
|---|---|
| Each recommendation letter is typed again in a word processor, with the same errors in spelling and format. | Approved templates are stored for each type of recommendation. Staff fill in the applicant details and the system prints a clean, consistently worded letter. |
| Finding an old sifaris or a registered event means turning pages in several registers. | Every letter and register entry is searchable by name, citizenship number, date, number or type, in seconds. |
| Darta and chalani numbers are duplicated, skipped or written later. | Numbers are generated in sequence for the fiscal year and tied to the letter, with a log of who issued it. |
| Fees are collected on handwritten receipts that are hard to reconcile with the bank deposit. | Each service has a configured fee, each payment gets a numbered receipt and a daily collection report matches the deposit slip. |
| Citizens do not know the status of their application and keep returning to the office. | Status is tracked from received to processed to ready, and a short message can tell the citizen when the document can be collected. |
| When a secretary is transferred, the new person struggles to understand the files. | The office record stays in a shared system with roles and logs, so new staff can continue work from day one. |

Built for how Nepal works
Bikram Sambat and fiscal-year numbering
Dates, darta and chalani numbers and reports follow the Nepali calendar and a fiscal year beginning in Shrawan.
Nepali typing and printing
Forms and letters work in Unicode Nepali, with settings for common fonts and letterheads of your ward and palika.
Templates follow your office's authority
We configure letter wording, fees and registers from what your local level and the relevant laws and directives allow. You remain responsible for legal content and for following directions from higher offices.
Check for government systems first
Some services may need to be entered into systems directed by federal or provincial bodies. We do not claim integration with any government system. Our software is designed to keep your office's own records and can be configured to export data for you to enter or share.
How we get you started
- Understand your office Message WebsNP on WhatsApp +977 9846280400. We ask which services, registers and letters your ward handles, then show a demo.
- Collect formats and fees You provide sample letters, register layouts and the fee list. We build the templates and fee configuration for review by the secretary.
- Import existing records Past registers or Excel lists are loaded where practical, and a clear start date is fixed for new entries.
- Train and pilot Staff are trained on the real templates, and the office runs the system for a trial period alongside the paper register.
- Go live and support The paper register is retired when the office is comfortable. We assist with new templates and reports as needed.

Can the software print our recommendation letters in the existing format?
Yes. Send us sample letters for each type of sifaris. We build templates that match your wording, header and signature block, so staff fill in only the applicant details. Final wording remains the office's decision and can be edited by authorised staff.
Does it connect to government systems?
We do not claim integration with any government portal. The software keeps your office's own records and can export data to Excel or PDF. If your palika is directed to use a specific official system, you should continue to do so and use ours as a local working record where permitted.
Can it handle birth, death and marriage registration records?
It can keep a register of such events in the layout your office uses and print certificates from templates. Legal requirements for registration are set by law and your local level, so please confirm the format with your office before we configure it.
How are service fees configured?
You give us the fee list your local level has authorised. Each service is linked to its fee, receipts are numbered and daily collection reports are produced. When fees change by municipal decision, an authorised user or WebsNP updates them from the effective date.
What about data security and who can see what?
Staff have separate logins with roles, such as chair, secretary, assistant and accountant. The system keeps a log of who created or changed each record. Backups are taken regularly. Sensitive records can be restricted to specific roles.
Can citizens be notified when a document is ready?
Yes. The system can send an SMS or WhatsApp message to the applicant's number when the status changes to ready. Messaging charges depend on the service you choose, and we can explain the options in the demo.
We have intermittent internet. Is that a problem?
A hosted system needs internet at the time of entry. For offices with unstable connection we discuss practical options such as a backup connection or batching data entry during good hours. Ask about this during the demo so we plan around your office.
How is it priced?
Price depends on the number of wards or users, the services and registers to be configured and the data to be imported. We provide a quote after a demo and discussion of your requirements.
