Software for Khanepani Upabhokta Samiti: meter, bill, collection and report
Record every meter reading, calculate slab bills the way your committee has decided, collect payments with receipts and see dues household by household.
A khanepani upabhokta samiti runs on trust. Households pay every month because they believe the meter was read fairly, the bill was worked out by the agreed tariff and the money reached the committee account. When readings sit in a notebook and receipts are written by hand, that trust depends on one treasurer's patience. Khanepani Upabhokta Samiti Software from WebsNP moves the whole cycle into one system that the committee can check at any time.
The software covers the household register, tap and meter details, monthly or quarterly meter readings, bill calculation by your own tariff slabs and minimum charge, receipts, advance payments, dues and the reports an annual general meeting expects. Everything is set up around your committee's decisions, because tariffs, penalties and rebates differ from one scheme to the next.
WebsNP is a Nepal web hosting and software company, so the system is built for how water committees actually work: Bikram Sambat dates, Nepali and English names, collectors who walk from house to house, patchy internet and a treasurer who changes every few years. If you are comparing options, read our guide on choosing water users committee software in the articles below or message us on WhatsApp for a live demo.
Who Khanepani Upabhokta Samiti Software is for
Gaun and tole level water committees
Gravity-flow and tank-based schemes serving a few dozen to a few thousand households, where one or two volunteers handle readings, bills and cash.
Urban and semi-urban khanepani samiti
Committees with hundreds or thousands of connections, several collectors, multiple tanks or zones and a paid office staff who need clean records and fast search.
Treasurers and accountants
The person who must reconcile collection with the bank book, explain every dues figure and prepare income and expense statements for the audit.
Chairpersons and executive members
Leaders who must report to the general assembly and to the ward or municipality and want one trusted figure for total billed, collected and outstanding.
Water supply schemes run with donor or local-government support
Projects handing over to a user committee where the funder or palika expects transparent tariff collection and a sustainable operation and maintenance fund.
Problems it solves
| The problem today | How the software fixes it |
|---|---|
| Meter readings are written on loose sheets and copied again into the register, so mistakes and disputes appear every month. | The reader enters the current reading against the household. The system shows the previous reading, calculates units used and flags a negative or unusually high figure before the bill is made. |
| Slab tariff and minimum charge are worked out by calculator, so two collectors can give two answers for the same household. | Your committee's slabs, minimum charge, meter rent and penalty rules are configured once and the same calculation runs for every household. |
| Nobody can say quickly who has not paid for three months or how much is outstanding in each tole. | Dues are held per household and can be listed by tole, ward, zone or age of the balance, ready for a reminder or a committee meeting. |
| Handwritten receipt books are lost, duplicated or filled out later, which weakens the audit trail. | Each payment gets a numbered receipt with Nepali date, period paid, mode of payment and collector name. Cancelled receipts stay in the log with a reason. |
| When the treasurer changes, the old notebooks leave with the old treasurer. | All data lives in one hosted system with user logins and backups. New office bearers inherit the full history. |
| Preparing the annual report and audit schedules takes weeks of adding columns by hand. | Collection, dues, income, expense and cash book reports are generated for any date range and exported to Excel or PDF for the auditor. |
Features and modules
Household and connection register
Consumer name, tole, ward, tap number, meter number, connection date, category such as domestic, institutional or commercial, and contact number.
Meter reading entry

Committee and AGM reports
Billed versus collected, outstanding by tole, income and expense statement, tap-wise ledgers and meeting-ready summaries.
Users, roles and backup
Separate logins for reader, collector, treasurer and chairperson. Every change is logged and data is backed up regularly.
Built for how Nepal works
Bikram Sambat dates throughout
Billing months, receipt dates, fiscal year starting Shrawan and the AGM report all follow the Nepali calendar, with Nepali digits available on printouts.
Your committee decides the tariff
Slabs, minimum charge, penalty and rebate rules come from your own bidhan and general assembly decisions. The software calculates what you have decided and does not impose a rate.
Built for volunteers and low connectivity
Simple screens for a part-time treasurer, mobile-friendly collector entry and an approach that copes with weak internet and load-shedding in remote schemes.
Local-level reporting
Reports are laid out so the committee can share income, expense and coverage figures with the ward or palika and with the auditor. Follow your own local-level rules for the exact format.
Local payment records and messages
Cash, bank deposit and mobile wallet payments can be recorded with a reference number, and reminders can go out by SMS or WhatsApp, subject to the gateway you choose.

Can the software use our own slab rates?
Yes. You tell us the unit slabs, the rate for each slab, the minimum charge and any meter rent or fixed charge your committee has decided. We configure them and the same calculation is applied to every household. When the assembly changes the tariff, we update it from the date you give.
Is it suitable for a small gaun scheme with only a few dozen households?
Yes. A small scheme uses fewer screens and a single login for the treasurer. The benefit is the same: correct bills, numbered receipts, a clear dues list and a record that survives a change of office bearers.
Can we print bills and receipts in Nepali?
Yes. Bills and receipts can be printed in Nepali, English or both, with Bikram Sambat dates. Layout, committee name, registration details and signature lines are set according to what your committee wants.
What happens when a meter is replaced or stops working?
The new meter number and its opening reading are recorded against the household, so units are calculated correctly from that point. For a faulty meter the committee can enter an average or fixed bill as per its own rule, with a note explaining why.
Can collectors use it on the field without internet?
Collectors can note payments and readings through a mobile-friendly screen. Where connectivity is poor we plan the workflow with you, for example entering readings on paper sheets and posting them at the office the same day. Ask for the options at the demo.
Can it send reminders for unpaid water bills?
Yes. The software can prepare reminder lists and send SMS or WhatsApp messages to households with outstanding dues. Message cost depends on the gateway or service you choose, and we can explain the options during the demo.
Will the reports satisfy our auditor?
The system produces cash book, income and expense, collection and dues reports for any date range with a full trail of receipts. Audit requirements vary, so we show the reports to your treasurer and auditor and adjust the layout to match.
How much does it cost?
The price depends on the number of connections, the modules you need and how much data entry and training is required. We share a quote after the demo. There is no fixed public price list because water schemes differ so much in size.
